नयी दिल्ली, 25 अक्टूबर (भाषा) एनर्जी एफिशिएंसी सर्विसेज लिमिटेड (ईईएसएल) की पूर्ण स्वामित्व वाली अनुषंगी कंपनी कन्वर्जेंस एनर्जी सर्विसेज लिमिटेड (सीईएसएल) छह नवंबर को अब तक की अपनी सबसे बड़ी 10,900 इलेक्ट्रिक बसों की निविदा खोलने जा रही है। इस निविदा को भारत की स्वच्छ शहरी परिवहन दिशा में सबसे बड़ा कदम माना जा रहा है। सीईएसएल के अनुसार, इस निविदा के लिए घरेलू और अंतरराष्ट्रीय कंपनियों की ओर से बहुत सकारात्मक प्रतिक्रिया मिली है। सीईएसएल के मुताबिक कंपनी ने बोली लगाने वालों की ज्यादातर तकनीकी और प्रक्रियागत पूछताछों का समाधान कर दिया है ताकि पूरी प्रक्रिया पारदर्शी और सुचारु हो सके। यह निविदा हैदराबाद, सूरत, अहमदाबाद, दिल्ली और बेंगलुरु सहित कई शहरों और केंद्र शासित प्रदेशों के लिए होगी। निविदा योजना के अनुसार, हैदराबाद को लगभग 2,000 बसें, सूरत और अहमदाबाद को मिलाकर 1,600 बसें, दिल्ली में 2,800 बसें और बेंगलुरु में सबसे बड़ी संख्या में 4,500 बसें उपलब्ध कराई जाएंगी। सीईएसएल के एक प्रवक्ता ने कहा, ”यह निविदा भारत की स्वच्छ गतिशीलता यात्रा का महत्वपूर्ण क्षण है। 10,900 इलेक्ट्रिक बसों के परिचालन से शहरों का परिवहन स्वच्छ, शांत और अधिक कुशल होगा। सीईएसएल इस प्रक्रिया को पारदर्शी, नवाचारपूर्ण वित्तीय मॉडल और सार्वजनिक-निजी साझेदारी के माध्यम से तेजी से आगे बढ़ाने के लिए प्रतिबद्ध है।” भाषा Press ReleaseCESL Set to Open Mega Tender for 10,900 Electric Buses — India’s Largest Step Towards Clean Urban MobilityNew Delhi, October 2025 — Convergence Energy Services Limited (CESL), a wholly owned subsidiary of Energy Efficiency Services Limited (EESL) and the Government of India’s nominated agency for the aggregation and procurement of electric buses, is set to open bids for its most ambitious and largest-ever tender of 10,900 electric buses on 6th November.
The response to this landmark initiative has been overwhelming, with numerous domestic and international manufacturers and operators participating in pre-bid meetings. CESL has successfully addressed a large number of pre-bid queries raised by potential bidders, ensuring complete transparency and readiness for the final bid opening. This tender marks a significant milestone in India’s journey toward achieving sustainable and zero-emission public transport systems under the National Electric Bus Programme (NEBP).
Transforming Urban Public TransportThis mega tender encompasses multiple cities and Union Territories, including Hyderabad, Surat, Ahmedabad, Delhi, and Bengaluru, covering both AC and Non-AC buses across various categories such as Standard Floor, Low Floor, and BRT (Bus Rapid Transit) models.
According to the tender’s scope, Hyderabad will receive approximately 2,000 buses across two lots, Surat and Ahmedabad will together add another 1,600 buses, Delhi is set to induct 2,800 buses, and Bengaluru will see the largest allocation of 4,500 buses under this program. Each city’s deployment plan has been carefully structured to meet its specific urban mobility requirements and commuter density patterns.
Once the tender is awarded, successful bidders will enter into agreements with the respective City Transport Undertakings (CTUs) to ensure seamless deployment, operation, and maintenance of the e-buses. The operators will also be responsible for setting up charging infrastructure and energy management systems within designated depots provided by city transport authorities. This will include the installation of fast chargers, power distribution equipment, and backend monitoring systems to ensure efficient operations and minimal downtime.
Driving India’s Green Mobility TransitionThe introduction of 10,900 electric buses will bring a paradigm shift in India’s public transport ecosystem. Once operational, these buses will play a crucial role in reducing carbon emissions, lowering noise pollution, and improving air quality across India’s major urban centers. Each electric bus is expected to replace a conventional diesel bus, resulting in an estimated reduction of over 4 million tonnes of CO₂ emissions annually over the project’s lifetime.
With cities like Delhi, Bengaluru, and Hyderabad facing severe air pollution and congestion challenges, the e-bus rollout will provide much-needed relief by ensuring cleaner and more reliable mobility solutions. Moreover, the initiative is aligned with India’s commitments under the Paris Agreement and the National Electric Mobility Mission Plan (NEMMP), supporting the government’s vision to achieve net-zero emissions by 2070.
Public-Private CollaborationCESL’s model of aggregation-based procurement under a Gross Cost Contract (GCC) framework ensures both efficiency and affordability. Under this model, private operators will own, operate, and maintain the buses, while city authorities will pay a fixed per-kilometer fee. This structure minimizes the financial burden on city administrations while accelerating the adoption of electric buses.
Each selected operator will be mandated to create charging depots, employ local drivers and maintenance staff, and adhere to stringent service-level agreements (SLAs) related to uptime, energy efficiency, and passenger comfort. The project also emphasizes the inclusion of women drivers and maintenance engineers, fostering gender diversity and local employment in the clean mobility sector.
Proven Track RecordCESL has already conducted multiple successful rounds of e-bus procurement under the FAME-II (Faster Adoption and Manufacturing of Electric Vehicles) scheme and the National E-Bus Programme, facilitating thousands of e-buses for state transport undertakings. These earlier tenders demonstrated the financial viability and operational efficiency of large-scale e-bus deployment in cities like Mumbai, Pune, and Delhi.
However, this tender for 10,900 e-buses represents CESL’s largest and most transformative initiative so far. Leveraging its experience in managing previous rounds, CESL has optimized the tender structure for faster rollout and better cost efficiency.
